Management Team
The most valuable resources in any organization are the people who provide the organization with its identity. CTS is fortunate to have assembled a team of leaders in the networking industry who complement and define CTS.

Rick Setzer
Rick is president and owner of CTS Telecommunications, a provider of voice and data networks, as well as a host of other wiring, cabling, and telecom services, for corporations, businesses and government entities throughout the Midwest. Rick’s background with an electrical contracting firm, combined with his own entrepreneurial spirit, sparked his interest in the telecommunications industry. His vision for the high-speed growth of the telecom industry led Rick to purchase CTS in 1993. Under Rick’s leadership, the company has grown from a small business with 15 employees and about $1 million in annual revenues to an established company with more than 100 employees and greater than 10 percent annual revenue growth. As president, Rick is responsible for the strategic vision and operations of the company. In addition to being active in a variety of industry associations, Rick sits on the Board of Trustees for the Cincinnati Better Business Bureau. A native of southwestern Ohio, Rick holds a bachelor’s degree from Dartmouth College in Hanover, New Hampshire, and has completed an executive management program at Harvard Business School.
Bill Coate, Vice President of Operations
Bill has over 30 years in the telephone industry. Before working at CTS Construction, he was the Division Supervisor of Telecommunications for the State of Kentucky. His past work experience includes various construction, splicing and installation, field supervision, and division manager roles. His current position as Vice President of Operations allows him to put his vast amount of experience into providing a diverse range of experience and customer service to work for every customer.
Don Kincart, Vice President of Private Networking
Don joined CTS in September 2005 with more than 21 years of experience in the telecommunications industry and a strong background in operations, finance and business development. Don began his career as an engineer with General Electric in Cincinnati, and then moved to Henkels & McCoy, Inc., as a telecommunications engineer based in Atlanta. He later joined Black Box Network Services as President of its Cincinnati area business operations. Most recently, Don served as President, Cabling Services Division, for Pomeroy IT Solutions in Hebron, Ky. Don is a Registered Communications Distribution Designer (RCDD®) and was previously a BICSI-certified trainer who was instrumental in developing a licensed BICSI training center in Cincinnati. In his new position with CTS, Don is responsible for the overall growth and profitability of the company’s Private Networking Division. His duties include overseeing all project managers and salespeople, working directly with clients, and developing strategies for growing the company’s private networking business.
Doug Hacker, Private Networking Estimator
In October 2005, Doug joined CTS with more than ten years of experience in the telecommunications industry. Doug is a Registered Communications Distribution Designer (RCDD®) and a BICSI Certified Technician, who also holds a BA in Management from Wilmington College. In his new position, Doug is responsible for developing project estimates for the Private Networking Division and for managing projects from start through completion.
John Diss, Superintendent
Private Networking Operations Manager
John Diss has been in the telecommunications industry since 1988. He has worked his way from a cable puller to a lead technician to project manager to superintendent. John is a BICSI Certified Technician. His project experience includes St. Mary’s Naval Base in St. Mary’s, GA; Warner-Robbins AFB in Atlanta, GA; the Greater Cincinnati Airport; the University of Cincinnati’s Genome Project; and was involved in a 42 state rollout for Square D Corporation.
